EGMENTATION OF THE RIGHT TO VETERAN ENTREPRENEURSHIP

The publication is devoted to the study of the issues of creating legal opportunities for the self-realization of war veterans, ensuring their economic needs and involving the veteran community in the implementation of the tasks of the economic recovery of the state. The main attention is focused on the tasks of state policy in the field of establishing, functioning and development of veteran entrepreneurship.
The article summarizes the points of view on the choice of ways, methods, methods of ensuring the rights of war veterans to entrepreneurial activity and understanding the expediency of forming the content of the basic rights of veteran entrepreneurship subjects, based on Article 9 of the Law of Ukraine "On Veteran Entrepreneurship". Its scientific and practical commentary is provided. The shortcomings are highlighted and additions are made to emphasize the right to free education when it comes to business training (on the issues of establishing and developing entrepreneurial activity).
Attention is paid to the anthroposociocultural approach to choosing ways, methods, and methods of ensuring the rights of war veterans to entrepreneurial activity, based on the perception of veteran entrepreneurship as “not only an economic phenomenon, but also a humanitarian phenomenon” (as defined by I.A. Selivanova). The author’s approach to understanding the entrepreneurial rights of war veterans as exclusive rights – privileges, which, unlike general ones, are not fundamental, have a certain validity period and are granted under certain conditions, are intended to form competitive advantages and are singled out at the level of state policy, is highlighted. The introduction at the legislative level of the right to monitor the implementation of the operational plan of strategic measures for the formation of a system of return from military service to civilian life for the period until 2033, in particular, in terms of the entrepreneurial rights of war veterans, is proposed. Proposals to the Law of Ukraine on Veteran Entrepreneurship for amendments by way of an addendum are substantiated.
