REGARDING THE ISSUES OF TEMPORARY HOUSING FOR INTERNALLY DISPLACED PERSONS: AN OVERVIEW OF THE MAIN CHANGES

The article is devoted to the issues of law-mak-ing and law-enforcement practice in the field of providing internally displaced persons with tempo-rary housing through the prism of the latest changes in the legislation of Ukraine. It was emphasized that solving the housing problems of internally displaced persons, in particular, providing them with temporary housing, at the regional and local levels is still rele-vant, as the process of internal displacement is still ongoing. The article highlights a number of problem-atic aspects of the realization of the right of internally displaced persons to temporary housing, which have not yet been regulated at the legislative level, and sug-gests ways to solve them. In particular, the article fo-cused on the fact that the issue of notifying an inter-nally displaced person about his / her deregistration of persons in need of housing from the housing stock for temporary residence remains unresolved. Cur-rently, the legislation does not provide a method and deadlines for notifying an internally displaced person of his / her deregistration. Resolving this issue re-quires appropriate changes. The low level of aware-ness of internally displaced persons about the possi-bilities of obtaining housing for temporary residence in post-conflict areas and the lack of understanding of the recent procedures for registration of citizens in need of housing from the funds of housing for tempo-rary residence. Currently, the legislation does not pro-vide a method and deadlines for notifying an inter-nally displaced person of his / her deregistration. Re-solving this issue requires appropriate changes. The low level of awareness of internally displaced persons about the possibilities of obtaining housing for tempo-rary residence in post-conflict areas and the lack of understanding of the recent procedures for registra-tion of citizens in need of housing from the funds of housing for temporary residence. It is concluded that providing internally displaced persons with tempo-rary housing cannot be considered today as a full-fledged long-term solution to the housing problems of internally displaced persons, but only as an interme-diate stage within the strategy of providing internally displaced persons with housing.
