DEVELOPMENT AND PROVISION OF THE SOCIAL SPHERE AT THE LEVEL OF UNITED TERRITORIAL COMMUNITIES

This article conducts an analysis of national regulatory acts to explore issues related to the development and provision of social services at the level of united territorial communities. The author presents an original periodization and identifies conditional periods in the development of legislation in the field of social services: 2014-2018 - social sector reform concurrent with decentralization reform; 2019-2022 - adoption of the new Law of Ukraine "On Social Services" and other significant legislative acts in this field; 2022 - to the present - operational and emergency (crisis) response to threats (war, martial law) and the adoption of normative acts in the field of social protection; Prospective - post-war recovery phase.
The article emphasizes that the direction towards improvement and the implementation of unified mechanisms and organizational instruments for the new social services system in the context of decentralization is correct and should further develop in the post-war recovery period.
