THE IMPACT OF DECENTRALISATION ON THE REBUILDING OF CRITICAL AND SOCIAL INFRASTRUCTURE

This study examines the participation of local
governments in the post-war reconstruction of the
country's destroyed critical and social infrastructure.
The administrative reform of decentralisation of
public administration and its impact on the
construction industry are considered. The author
analyses the powers of local self-government bodies in
the construction industry in the process of
decentralisation reform in our country. The author
notes the need for further amendments to the
legislation to eliminate the gaps that have arisen in the
distribution of control and supervision functions in the
construction industry. The author emphasises the
main role of local self-government bodies in the postwar
reconstruction of the country's critical and social
infrastructure for the normal existence and
development of society, taking into account the public
and private needs of territorial communities. The study found that the latter is affected not only by the damage and destruction of critical and social infrastructure during hostilities, but also by internally displaced persons and displaced businesses that also need to build additional residential and industrial space.
