HOUSING POLICY OF THE STATE IN THE CONDITIONS OF WAR AND POST-WAR TRANSFORMATION

The article is devoted to the study of the current
state of the housing policy of the state in the conditions
of war and post-war transformation. The author
emphasizes that the housing sector in Ukraine has
been in a state of crisis for a long time. It is argued
that the adoption of legal and practical measures by
the state, which are necessary and meet the goal of effective protection of the right to housing, partially
occurred only as a result of the outbreak of the armed
conflict in the East of Ukraine in 2014, which led to
the mass internal displacement of Ukrainian citizens
within the country. The article proved that full-scale
military actions exacerbated the problem of providing
housing for citizens even more. In extremely difficult
conditions not only for the livelihood of each
individual citizen, but also for the effective functioning
of the entire state mechanism, the war should not lead
to a reduction in the scope of protection of rights
recognized by the European Social Charter, both
inside Ukraine and outside of Ukraine. The need to reform the housing policy based on the main principles laid down in international acts on housing relations and best practices of the European Union countries is emphasized.
