Peculiarities of regulatory and legal support for energy efficiency

Abstract

Regulatory and legal support in the field of energy efficiency is an important component of state policy aimed at reducing energy consumption, increasing resource efficiency and adapting the economy to the requirements of sustainable development. The study focuses on the analysis of ensuring energy efficiency in Ukraine, substantiates the importance of studying the basic principles and specifics of implementing energy saving measures, as well as their role in the country's economic system. Special attention is paid to the regulatory and legal support of this area, which is a key element for achieving energy independence, rational use of resources and improving the environmental situation. It is determined that an effective regulatory and legal framework requires: improving energy efficiency; active use of renewable energy sources and alternative fuels by both enterprises engaged in their production and consumers; increasing energy security through diversification of energy sources; reducing the impact on the environment through saving natural resources and reducing energy consumption in residential, public and industrial facilities; and the creation of new jobs in the field of energy efficiency. The purpose of the work is to determine the features of the regulatory and legal support of the energy saving sector. The main methods used in the work are: analysis, synthesis, deduction, induction, logical, generalization, comparison. 

The scientific novelty of the article lies in the comprehensive study of the regulatory and legal support of energy efficiency as an important tool for achieving energy independence and improving the environmental situation in Ukraine. The features of the use of these mechanisms through the implementation of ESCO projects and their adaptation in communities, as well as the effective application of energy management, which should cover various sectors of the economy and ensure the financial stability of enterprises, are studied. It is established that thanks to a number of legislative acts regulating the implementation of energy efficiency measures, Ukraine must abandon outdated administrative instruments of energy saving and move to modern European standards for the implementation of energy efficiency policy.
