Еnsuring the strategic development of industrial enterprises through the introduction of adaptive resource and cost management systems

The article discusses topical issues of ensuring the strategic development of industrial enterprises in Ukraine in the context of unprecedented economic and geopolitical challenges caused by military actions, infrastructure destruction, and market instability, which require a radical overhaul of management approaches. It analyses and summarizes current scientific views on the essence of the concept of ‘strategic development’ and identifies key areas of scientific thought. On this basis, a comprehensive vision of strategic development as a holistic, continuous process of qualitative transformations based on an adaptive strategy and inextricably linked to its flexibility and proactive adaptability has been formed. The key role of adaptive resource and cost management systems is emphasized. An adaptive resource management system is defined as a mechanism for effective formation, distribution, and use in accordance with strategic goals and changes in the environment. An adaptive cost management system is defined as a set of measures for sound planning, control, and optimization of costs during current and strategic activities. It is demonstrated that their adaptability lies in their flexible response to environmental dynamics, relying on digital technologies and data analytics for informed decisions. It has been proven that these systems make a decisive contribution to the strategic development of an enterprise: they provide financial support for strategic initiatives and innovations, improve the quality of strategic planning and the soundness of decisions, accelerate entry into new markets and product launches. In addition, they contribute to the formation of unique organizational competencies, the achievement of sustainable competitive advantages, the improvement of the overall stability and flexibility of the enterprise, and the active shaping of its competitive future in a dynamic environment. The existence of positive feedback between strategic development and the improvement of adaptive management systems is emphasized. It is noted that the development of effective methodologies and practical tools for their implementation, considering industry specifics and post-war recovery tasks, is a promising area for further research.
