Оrganizational and economic support to sustainable development of communities in Ukraine: the experience of post-war recovery and formation of security-oriented management

Abstract

The war has become an unprecedented factor of destructive influence on the economic, social, and political development of the state, causing large-scale destruction of infrastructure, population displacement, growing social expenditures, and deepening crises in industry. Recovery processes cannot be limited to rebuilding what has been destroyed; they must be aimed at creating new economically efficient models of community functioning, developing modern organizational and economic management mechanisms, and strengthening local self-government. The article analyzes concepts, strategic documents, and scientific developments related to post-war recovery, identifying key challenges such as resource shortages, lack of qualified personnel, the need for coordination between authorities, and the involvement of international support. It substantiates the necessity of developing an applied approach to the organizational and economic support of sustainable community development in the conditions of post-war recovery, combining economic, social, and managerial instruments. The emphasis is placed on the fact that recovery must be implemented with regard to the Sustainable Development Goals, European standards, and international experience, while also creating conditions for the return of internally displaced persons and stimulating local economic development. The study highlights that organizational and economic support of sustainable community development in post-war recovery is linked to the implementation of comprehensive recovery plans and actions; it must be based on the principles of participation and inter-municipal cooperation; it requires the creation of leverage and visibility for access to finance, attraction of investments, and creation of business opportunities; it calls for strengthening the internal resilience of communities and clarifying the modalities of local recovery plans; it should rely on principles of cooperation and technical assistance. It is emphasized that international partnerships are called to contribute to the establishment of effective and result-oriented mechanisms of organizational and economic support for sustainable community development in post-war recovery. The development of such effective mechanisms can become the foundation for sustainable development of territorial communities and increase the competitiveness of the country in the post-war period. The feasibility of forming security-oriented governance at the community level during post-war reconstruction is shown.
