HUMANITARIAN AND INFORMATION SECURITY IN THE CONDITIONS OF POST-WAR RECONSTRUCTION OF UKRAINE: POLITICAL AND LEGAL CHALLENGES AND PROSPECTS

the political and legal challenges and promising
directions of development.
We analyzed the consequences of the war, which
had a devastating impact on the humanitarian
infrastructure, including health care, education,
culture and other critical social institutions. The
article examines the problems associated with the
violation of human rights, the restoration of social
structures, as well as the provision of a decent
standard of living for all sections of the population in
the post-war period.
Special attention is paid to the issue of restoring
the educational system, since it is education that plays a key role in shaping the future generation and
ensuring long-term social stability. Aspects of health
care are also considered, in particular, the restoration
and modernization of medical facilities, which are
critically important for ensuring the general wellbeing
of the population. The article examines the
problems of social security, including the support of
veterans, persons with disabilities and other
vulnerable categories of the population that require
special attention from the state.
In the field of information security, the emphasis
is on the importance of protecting the digital space in
modern society, where cyber threats and
disinformation are becoming more and more relevant.
The author examines the role of the state in the
development and implementation of legal mechanisms
aimed at protection against external and internal
informational threats. The impact of digitalization on
economic and information security is revealed, as well
as the need for the formation of a national information
security strategy, which includes measures to counter
disinformation and protect critical information
infrastructure.
The study emphasizes the importance of a
systemic approach that includes legal, social,
economic and political aspects in ensuring Ukraine's
national security in the face of modern challenges. The
article highlights the relationship between
humanitarian and information security, which is
necessary for effective planning of the country's
reconstruction and preservation of democratic
institutions. Special attention is paid to the
cooperation of state bodies, civil society and
international organizations in ensuring a
comprehensive approach to the recovery of the
country.
The final part of the article offers
recommendations for improving humanitarian policy
and information security strategies aimed at restoring
social stability and psychological comfort of the
population. We is emphasized the need to develop rehabilitation and psychological support programs for the war-affected population, as well as the importance of educational initiatives in the field of information literacy.
