The problem of the use of officials by the third parties with the aim of corruption extension in the context of anti-corruption policy optimization in Ukraine

Abstract

Modern conditions of Ukrainian anticorruption policy application has outlined the increased need in the research of the of the officials’ involvement into corruption by the third parties general features’ impact on officials in order to spread corruption in the country. Considering this issue, attention is focused on the need to optimize the administrative and legal policy to overcome corruption in Ukraine. A number of suggestions on improvement of the existing practice, as well as the current legislation are given in order to influence the social relations in the researched field.
The influence (usually illegal) of the third interested parties in order to suffice their non-legal interests is a significant aspect of the laws’ development and application in countries with a relatively high level of corruption perception. At the same time, the anti-corruption policy itself should take into account possible changes in illegal tendencies that should be reflected through the legislative consolidation of the administrative-legal “chicanery” concept, legal instruments for countering its occurrence like establishment of the special analytical center for such purpose. Also corruption countering should be expressed in systematic analytical work on possible corruption risks, as well as the development of legal instruments for influencing corruption trends in the social environment.
