RISK-ORIENTED CONTROL IN THE AREA OF ECONOMIC ACTIVITIES AS PREVENTION OF ECONOMIC INSECURITY

Abstract

The legal regulation of the performance of such a function of the Bureau of Economic Security of Ukraine as anti-corruption control has been studied, as well as the legal requirements for anti-corruption programs have been outlined. It is proved that given that in the economic sphere there is a risk factor, the action of which can negatively affect the economic security of the state, it is expedient and necessary to regulate relations on non-state anti-corruption control, which is carried out at two main levels. and externally in relation to them - by specialists of the Bureau of Economic Security. It is noted that the latter should assess the local rule-making and a thorough analysis of the anti-corruption program of the business entity. By the way, it was the BEB staff that could be approached by an authorized person for recommendations on compliance with the requirements of the Standard Anti-Corruption Program of a legal entity, which, in turn, would indicate the use of risk-based control in the field of management. In addition, it is worthwhile to join forces and strengthen the interaction and interaction between the Bureau of Economic Security and non-governmental control by the entity, as the risks are assessed by both at the same time. It is argued that it would be appropriate to add to the Bureau of Economic Security response powers, and therefore, should develop and submit proposals for amendments to the Law of Ukraine "On the Bureau of Economic Security of Ukraine" concerning the nature and content of risk control procedures in the field of management as its function.
