CURRENT STATE AND PROSPECTS OF SOCIAL INCLUSION DEVELOPMENT IN THE FIELD OF HIGHER AND PROFESSIONAL EDUCATION

Abstract

The article is devoted to the analysis of legal relations on social inclusion in the field of higher and professional education. The priority of inclusive ap-proaches is due to the public demand for real equal opportunities in obtaining quality education for all consumers of educational services. Educational inclu-sion is a multilevel task that combines both direct ed-ucational services and psychological and pedagogi-cal, rehabilitation and social aspects. In particular, the social content of inclusion, associated with higher and professional education, is aimed at the socializa-tion of people with disabilities and low mobility groups, to create a basis for them to obtain high pro-fessional skills. The paper considers problematic is-sues related to the terminological content of regula-tions, implementation of international standards, fi-nancing and development of mechanisms for the ac-tual implementation of the law. The latest legal acts in the field of inclusion have been analysed, in particu-lar, the National Strategy for Creating a Barrier-Free Space in Ukraine until 2030. Emphasis is placed on the importance of adult education, including inclusion in higher education and the need to create favourable learning conditions for obtaining education, realiza-tion of personal potential of persons with disabilities and low mobility groups. The article is based on the applied researches conducted by representatives of higher education institutions and civil society in the field of analytics on the implementation of the princi-ples of accessibility, quality of educational services that have an inclusive component for all participants in the educational process, and contains statistics of higher and professional education in the Luhansk re-gion. A number of suggestions and recommendations for solving problems in this area have been proposed.
