GENESIS OF CENTRAL EXECUTIVE AUTHORITIES IN UKRAINE

Abstract

The article reveals the genesis of central
executive bodies in the historical retrospective. In the
past, it was based on the phenomenon of the
separation of executive bodies, which were created the leaders of the majority of the then Ukrainian
political forces, which was promoted in accordance
with the ideology of parliamentary rule. With the
change of socio-political circumstances, the content
of the relevant legal relations was modernized.
Parliamentary government, with its possible forms,
remained an enticement for the ideologues of the
then Ukrainian statehood, but the realities prompted
them to show an interest in authoritarian forms of
government organization. Accordingly transformed
and approaches to the constitution of the executive. It
is determined that the political and legal ideology,
which was spread during the national liberation
struggles, and the then organization of state
domination in general, reflected the achievements
and shortcomings of the organization and activities
of the executive authorities.
