On the formation of normative bases of use of information systems in the sphere of higher education

Abstract

The problem of formation of the regulatory
framework for the use of information systems in
higher education is considered. The
contradictoriness of the requirements for such
systems is analyzed. It stresses a lack of attention to
the humanitarian aspects and consequences of their
functioning, as well as to the long-term effects from
their implementation. Examples are given of
innovations in the infosphere of higher education, for
which the contradictions in question are
characteristic. It is noted that, for example, in the
struggle against plagiarism, far-sightedness would
be based not on technical, but on cultural means.
It is argued that the conceptual basis of the regulatory framework should be the idea of balancing technical and humanitarian requirements, achieving a synergistic effect on their accounting.
