LEGAL ANALYSIS OF THE APPLICATION OF LEGISLATION IN THE SPHERE OF HOUSING AND COMMUNAL SERVICES IN THE HISTORICAL ASPECTS (FOR MANAGEMENT OF AN APARTMENT BUILDING)

Abstract

The article deals with the issues of the current
legislation in the area of communal services in multistorey
buildings (management of a multi-apartment
house), an analysis of the legislation on the
management of multi-apartment buildings, the
subjects of who can provide utility services for the
management of multi-apartment buildings.
The state of the housing stock in the state is
analyzed and on the basis of the received facts
certain suggestions are made regarding the exit from
the current critical state of the housing stock
(practically not suitable for its use on the intended
purpose), on the basis of foreign experience.
Effective functioning of enterprises in the
sphere of housing and communal services is not
possible without legislative regulation of the
activities of the subjects of housing and communal
services, therefore some proposals on stabilization
and improvement of activity of the subjects of
housing and communal services of Ukraine in
modern conditions of management are considered.
Particular attention is paid to the lack of
financial support for the sphere of housing and
communal services and the implementation of an
ineffective policy on the side of state and local
authorities on the management of the sphere of
municipal economy.
Some priority directions of further theoretical
researches of problems in the sphere of provision of
housing and communal services are determined, and
some practical solutions of existing problems in the
process of integration of the domestic legislation into
the EU legislation are proposed.
Housing and communal services are the most
important component of the life of the population,
which provides the quality of life of the population,
just because special attention should be paid to
solving questions of housing and communal services in Ukraine.
