REALIZATION OF THE RIGHT TO AFFORDABLE HOUSING BY INTERNALLY DISPLACED PERSONS: KEY ASPECTS OF A NEW QUALITY OF LIFE

Abstract

The article is devoted to the implementation of
the right of internally displaced persons to affordable
housing through the prism of a new quality of life. It
is noted that housing is one of the most important
social benefits and components of the quality of life
of the population in general and each family in
particular. Attention is drawn to the fact that the
critically low level of funding for the "Affordable
Housing" program, both at the state and local levels,
leads to the impossibility of meeting the demand of
internally displaced persons for affordable housing
and, accordingly, improving the quality of life. A
number of problematic aspects of the implementation
of the right of internally displaced persons to
affordable housing are highlighted and ways of their
solution are proposed.
In order to improve the mechanisms for
providing IDPs with affordable housing on the basis
of the ideology of a new quality of life, we consider it
appropriate to amend the resolution of the Cabinet of
Ministers of Ukraine dated 10.10.2018 № 819 "Some
issues of providing citizens with affordable housing"
in part: delimitation of the general queue for
receiving state support for the construction
(purchase) of affordable housing by categories
separately for IDPs, ATO participants and other
citizens and provision for each category of separate
funding. Regarding the distribution of funding for
state support for the construction (purchase) of
affordable housing for IDPs, provide for its
distribution in proportion to the number of IDPs in
the regions; determination of the rule of keeping
registers of candidates for state support for the
construction (purchase) of affordable housing,
including the grounds for exclusion of citizens from
the lists of persons applying for state support;
Ensuring that only one application from a family is allowed to participate in the Affordable Housing Program; abolishing the linking of the IDP's actual place of residence, which is fixed in the IDP certificate, to the right to receive state support for the construction (purchase) of affordable housing and the introduction of an appropriate verification procedure for IDP documents.
