ENSURING THE INNOVATION PROCESS BY LOCAL AUTHORITIES: REGULATORY ASPECT

Abstract

Local authorities, representing the common
interests of the population, in the framework of
innovation policy of the state seeks to create
favorable economic, legal and organizational
conditions for the development of innovation. At the
present stage, the provision of innovation processes
is updated in the context of the need to stimulate,
finance and support them. Thus, today it is important
to create at the local level a full-fledged regulatory
framework for innovation, taking into account areas
that require priority implementation.
The issues of legal support of innovation were
researched by the following scientists: A. S.
Halchynskyi, V. M. Heiets, Yu. V. Heorhiievskyi, A.
T. Zavadska, S. M. Illiashenko, L. V. Kryvenko, V. I.
Nezhyborets, O. P. Orliuk, M. Petrova, O. M.
Petryshyna, S. F. Revutskyi, A. M. Yushko. It is
necessary to note separately scientific researches of
O. M. Petryshyna which are devoted to questions of
regulation of innovative activity by local
governments.
The purpose of the article is to analyze the
current state of regulatory support of the innovation
process by local authorities, as well as identify gaps
in regulatory impact that negatively affect the
implementation of innovation policy at the local
level, and identify ways to further develop the
regulatory framework.
This article analyzes the current state of
regulatory and legal support of the innovation
process by local authorities. The main sources of
legal regulation of the innovation process at the local
level are defined by regulations, regulatory acts
(decisions, orders of local administrations, local
councils and their executive committees), as well as
acts of programmatic and declarative nature
(strategies, concepts, development programs).
Special attention is paid to the priority areas of local
government to regulate innovation development.
The existing gaps and inconsistencies of
normative-legal regulation by local authorities of
innovative legal relations are highlighted. Possible
ways to improve the regulatory framework of the
local and regional level in the innovation sphere are
proposed.
Regulatory and legal support of innovative development by local authorities requires both the improvement of the existing regulatory framework and the preparation and approval of new legal documents in the current areas: support for innovative entrepreneurship; implementation of innovative projects; financing of local programs of innovative development; attraction of investment resources, including venture investments; attracting foreign investment in local innovation projects; development of innovation infrastructure; stimulating innovation.
