IMPLEMENTATION OF STATE POLICY MEASURES ON PREVENTING AND COMBATING VIOLENCE IN THE LUHANSK REGION

Abstract

The international standards and national
regulations, as well as data, including statistical
data, regarding implementation of the state policy
measures to prevent and counter violence are
analyzed in this article. It is stated that increase in
the number of claims in Y2019 is +334% compared
to Y2015, that underlines necessity to develop the
measures to prevent and counter violence in Ukraine
and Luhansk region as well. It`s proved that certain
amendments to the law of Ukraine are made for more
effective violence opposing and contribute to
establishment of the new effective protective
mechanisms that increasing ability of the Ministry of
Interior bodies to respond to the incidents of
domestic violence and to prevent them. Bringing to
responsibility for domestic violence is regulated at
the national level in the criminal and legal norms.
The authors have clarified the important points on
the implementation of measures to counter domestic
and gender-based violence in Luhansk region and
have focused on its positive changes. Thus, active
support to the persons having been suffered from
domestic violence and / gender-based violence is
provided by the specialized support services: 10
mobile teams of social and psychological support
(3.6K visits, 32K consultations and 791 group
information sessions); 5 offices of anonymous and
emergency medical and psychological assistance
arranged on the basis of hospitals (where 500 women
received aid within 2.5 years); a regional hotline
established for issues of preventing and countering
domestic and gender-based violence, gender-based
discrimination, etc. The authors have suggested set of
measures that promote establishment of non-violent ideology in the Ukrainian society and are oriented for the further development of prevention and countering of violence at the state level.
