ECONOMIC AND LEGAL ASPECTS OF ACTIVITIES OF ECO-INDUSTRIAL PARKS IN UKRAINE

Abstract

The article is devoted to the study of economic
and legal aspects of the activity of eco-industrial
parks in Ukraine, as well as to determine their role in
ensuring sustainable socio-economic development of
Ukraine. It is determined that one of the key elements
of ensuring the conditions of sustainable development
is the conceptual ecological orientation of the
investment and innovation strategy, both at the level
of a specific country and at the global level as a
whole. It has been stated that traditional industrial
parks can contribute to the economic growth and
social development of a country or region. However,
they have the potential to generate significant negative
environmental impacts in the form of emissions
into the atmosphere, pollution of water and land, and
excessive wasteful use of resources. Therefore, the
solution to these problems can be realized by implementing
a modern EIP conception and creating ecoindustrial
parks. It is emphasized that the implementation of the
new environmental investment and innovation strategy
is seen through the lens of the creation and operation
of eco-industrial parks. The article defines its
own definition of the term "eco-industrial park" - a
set of enterprises located together in the same territory
in a certain geographical area, which are jointly
involved in clean production and rational use of
resources, as well as enter into industrial cooperation
and partnership with the purpose generating
production symbiosis to improve its economic, social
and environmental performance.
The main advantages in achieving environmental,
social and economic efficiency from the implementation
and development of the EIP conception
are explored.
It is revealed that the scientific core of ecoindustrial
parks is eco-technology parks, which are a
high-tech business sphere, deliberately created at the
initiative of government or industrial, service and
scientific organizations. The main goal of ecotechnology
parks is to promote the development of
efficient industrial business, built on the principles of
maximum compliance with environmental and social
requirements in a sustainable development environment.
The current stage of development of eco-parks
in the world is investigated.
It is emphasized that the condition for the organization and functioning of eco-industrial and ecotechnological parks in Ukraine is the creation of an appropriate legal framework.
