PROBLEMATIC ISSUES OF ASSIGNING HOUSING SUBSIDIES

Abstract

Housing subsidies are a form of organizational
and legal support for citizens to realize their social
rights. Starting from October 1, 2019, a new
mechanism for financing housing subsidies and
payment of benefits for housing and communal
services has been introduced in Ukraine. The Law
Institute on Subsidies and Benefits for Housing and
Utilities is part of the right to social security. The main
purpose of the institute is the social protection of the
most vulnerable sections of the population. The article
is devoted to the research of problematic issues of
definition and classification of housing subsidies,
improvement of the procedure for their setting and
development of proposals for their improvement. The article deals with the concept of "subsidy", its role in our country, who is entitled to receive this type of social assistance from the states; the analysis of national legislation on the allocation of subsidies, in particular in the new form - monetization. Methodical and practical recommendations on the formation of an effective system of housing and communal subsidies are provided, which will help to realize the principle of targeting of subsidies.
