LOCAL EDUCATIONAL ORDER: STATEMENT OF THE PROBLEM OF STAFFING OF LOCAL GOVERNMENTS IN POST-CONFLICT TERRITORIES

Abstract

The article considers a separate direction of modernization of the legislation on higher education by implementing into the current legislation of Ukraine the concept of local ordering in the field of higher education (local educational ordering) along with state and/or regional ordering as a means of overcoming the personnel shortage in local commu-nities that are experiencing negative economic con-sequences of depressed areas and military actions (occupation, de-occupation). In this regard, three stages of legislative work are proposed with the aim of building a harmonious and interconnected system of norms regarding state, regional and local orders in the field of higher education. The first stage is proposed to be devoted to updating the provisions of the basic Law of Ukraine «On Higher Education» with the simultaneous harmonization of its provisions with draft laws of Ukraine, which are at the final stage of consideration by the Verkhovna Rada of Ukraine. At the second stage, it is proposed to pay attention to methodical and educational work among responsible representatives of communities regard-ing new opportunities and monitoring of the situation and generalization of the practice of implementing local order in the field of higher education (local educational order). The third stage of the implemen-tation of the local order in the field of higher educa-tion (local educational order) in the current legisla-tion aims to comprehensively regulate this issue in special legislation (except for the provisions of the basic Law of Ukraine «On Higher Education»).
