GENESIS OF THE CONCEPT OF DECENTRALIZATION OF POWER

Abstract

Decentralization is a complex concept that includes such aspects as the administrative-territorial structure of a state, it's system of public administration bodies and the distribution of functions, powers and financial resources between them. The concepts of decentralization of public power existing today are a kind of result of the struggle between contradictions of philosophical, political, and economic views.
This work analyzes the genesis of the idea of decentralization in the European political and legal tradition, examines the concept of "decentralization" from the standpoint of historiography and methodology of the formation of public power; generalization of the main modern concepts of decentralization of power is carried out; the influence of globalization processes on the decentralization of public power is analyzed. The study is based on an analysis of the implementation of the standards of the European Charter of Local Self-Government in regional policy. The work concludes that it is necessary to study the experience of states with a high level of decentralization, the formation of democratic institutions in the development of local self-government. It may be interesting for Ukraine, taking into account the regional development and the formation of municipal-civil partnership. The importance of conducting research on the administrative aspects of decentralization as a way of forming public power and the effective distribution of administrative powers is emphasized.
