PROBLEMATIC ISSUES OF REMUNERATION OF CIVIL SERVANTS AND DIRECTIONS FOR THEIR SOLUTION

Abstract

The article deals with and generalizes the main problems that arise when performing the remuneration of civil servants, including: low level of salaries of civil servants, namely, the share of its size in the salary structure of a civil servant; definition of the performance of a civil servant in a state authority; violation of the norms of the current legislation in payment of funds for a vacant post of civil service at the expense of savings of the salary fund for the corresponding position; the influence of the head of the relevant state body on determining the amount of premiums, as well as insufficient openness and transparency of their accrual and payment; a large number of normative legal acts regulating the issue of remuneration of civil servants.
The scientist has proposed concrete ways and directions of the problems identified in the remuneration of civil servants, among which the hardship is given to strengthening the control over the actions of the head of the state body on determining the effectiveness of each civil servant, performance criteria, determining the amount of bonuses, developing and maintaining a register of bonuses received by civil servants in the category «A» and so on.
