The article analyzes international standards and national legal acts, as well as statistical data, in particular, on the implementation of state policy measures to prevent and combat discrimination. It was noted that one of the relevant elements of this issue is the weak professional training and retraining of specialists in the field of law and law enforcement officers. The educational programs of educational institutions that train, retrain, and improve the qualifications of lawyers and law enforcement officers have been analyzed. The authors proposed a number of measures that will contribute to the establishment of non-violent ideology in Ukrainian society and will be aimed at the further development of countermeasures and prevention of discrimination at the state level.
Note that the relevance of this issue lies in the weak professional training of future specialists of law enforcement agencies, prosecutors, judges, lawyers. After studying the educational programs of educational institutions, it becomes clear that there is a big gap in the system of education aimed at preventing and combating discrimination. To ensure the professional protection of human rights and freedoms by specialists at all stages: investigation, procedural supervision and judicial control, antidiscrimination topics should be studied in depth.
The further development of a safe and tolerant environment for combating and preventing discrimination directly depends on the state, which must develop and apply specific effective measures for the implementation of state policy in the direction of combating discrimination in Ukraine. In particular, the Ministry of Education and Science of Ukraine, together with the Ministry of Internal Affairs of Ukraine, should develop methodological recommendations for the implementation of the topic of prevention of discrimination in educational programs.
Key words: discrimination, educational programs, measures to prevent and combat discrimination.
