ENSURING THE PROVISION OF SOCIAL SERVICES IN WARTIME CONDITIONS

Abstract

Ukraine is going through a difficult period of its history, connected with the operation of martial law on the territory of the state, introduced as a result of armed aggression by the Russian Federation. In such conditions, there is an acute and urgent need to reform the system of providing social services for citizens affected by the conflict. The increase in the number of internally displaced persons, damage to infrastructure and other security threats led to the need to review the system of providing and financing social services. The decentralization reform has shown the effectiveness of involving local authorities in the process of providing social services, which currently have the best access to information about the needs of citizens at the local level and can ensure a more accurate allocation of resources to certain tasks, they should be actively included in the process of planning and providing social services , as well as to be able to make decisions according to the specific needs and capabilities of the community. The work is devoted to consideration of issues of improvement of legislation in the field of provision of social services in conditions of martial law, the emergence of new mechanisms for the provision of social services, new social cases and the expansion of the powers of service providers.
