SPECIAL PRINCIPLES OF SOCIAL SECURITY OF MODERN UKRAINE

Abstract

The article is dedicated to elucidating the essential content of the specific principles of social security in contemporary Ukraine. It is highlighted that these principles constitute the foundational ideas
for ensuring an appropriate level of social security
both at the macro level (within the entire state) and at
the micro level (pertaining to the social security of
citizens and groups of citizens). These principles
emanate from the norms of social law, align with the
developmental concept of Ukraine as a welfare state,
and are influenced by the evolving humanistic nature
of legal consciousness. In the totality of their
requirements, these principles contribute to the
gradual and irreversible establishment of socially
secure living conditions for individuals in modern
Ukraine. The principles of social security in
contemporary Ukraine form a cohesive system, with a
distinct emphasis on the special principles of social
security in modern Ukraine. This group of
fundamental ideas encompasses principles directly
associated with actions and decisions crucial to
guaranteeing the social security of contemporary
Ukraine. Specifically, these principles define the
essence and patterns of the development of activities
aimed at ensuring the social security of modern
Ukraine. It is advisable to include, particularly, the
following fundamental ideas among these principles:
the principle of universality, the principle of targeting,
the principle of complexity, the principle of
adaptability, the principle of scientific validity of
forms, methods, and techniques of social security of
the state, the principle of prevention, the principle of
multi-subjectivity, and the principle of
professionalism. Through a comprehensive analysis of
the content of these principles, the author concludes
that they contribute to ensuring that the processes of
forming state policy in the social sphere, as well as the
implementation of this policy, comprehensively cover
all citizens of the state (and in some cases, noncitizens)
without allowing any discrimination in the
social sphere—except, of course, for positive
discrimination. This is in consideration of the fact that
measures to ensure social protection must always be
targeted. In the relevant processes, authorized entities
must consistently consider the interdependence of
measures to ensure social security, the impact of
actions and decisions instantiated in the non-social
sphere on the level of social security of the state, as
well as the necessity to involve all subjects of the
social sphere in ensuring the social security of the
state. Furthermore, in the process of formulating and
implementing social policy, one should account for the
objective need for scientifically based prevention of
social risks, proactive prevention of these social risks
and challenges (mitigation of their effects when
prevention or elimination is not possible), as well as
an immediate response to social variables, economic factors, and demographic conditions that can
influence the social well-being of the population. In
these processes, influenced by the special principles of
social security of a modern state, it is essential to
consider that the formation and implementation of
social policy should be instantiated in processes
involving various subjects. This should be done
without overlooking the fact that the social security of
the state primarily depends on experienced,
competent, and ethical personnel (professional public
servants). These individuals are subject to public
control and bear increased legal responsibility for their actions, inactions, and decisions.
