DIGITALIZATION OF SOCIAL SERVICES: PROBLEMS OF OPPORTUNITIES AND COMPETENCES

Abstract

The issue in the field of digitalization of social
services in conditions of decentralization is
highlighted. Digitization in the provision of social
services is considered as a technological solution in
the concept of a service state that will allow dynamic
response to changes in reality and requests of the
population. The research examines the strategy of
reform of administrative services and their
digitalization, in order to improve the quality of the
provision of administrative services, it is expedient
that the authority to provide the vast majority of basic
administrative services should be delegated from
central executive bodies with their territorial network
to local self-government bodies. The issue of
digitization of the system of administrative services is
currently extremely important, especially in the
conditions of martial law, and requires the
development and adoption of a comprehensive longterm
strategy of digital transformation and
digitization and the possibility of dynamic changes to
legislation..
In the conducted study, the positive and negative
circumstances of digitalization of the social
ambassador are given, where it is stated that
administrative services need development: public eregistries,
e-interactions, electronic identification
system. Simultaneously with the introduction of
electronic service systems, it is necessary to form a
system of data protection contained in these systems,
to create a reliable cyber security system. It is noted
that the state at the current stage should contribute to
the process of fiscal decentralization in accordance
with EU and Council of Europe standards, the
development of a platform for simplified access to
information with strict control over its use and
distribution, as well as the liberalization of national
legislation and its compliance with international legislation and the legislation of the European Union.
