GENERAL CHARACTERISTICS OF THE PRINCIPLES OF ENCOURAGEMENT OF CIVIL SERVANTS IN THE SYSTEM OF LABOR-LEGAL METHODS OF ENSURING SERVICE DISCIPLINE

This article deeply analyzes the concept of labor
discipline, which is the main element of labor law and
the relationship between employees and employers. It
is emphasized that this concept is important for the
proper functioning of organizations and enterprises,
after which it creates order and discipline in the
working environment. Particular attention is paid to
the differences between labor and service discipline,
as well as their competitive development in the context
of public service. It is noted that in the field of public
service, the requirements for discipline may be stricter
due to the peculiarities of the functioning and
requirements for the activities of state institutions.
The article then analyzes the principles of
applying incentives to civil servants, considering
aspects such as legitimacy, validity, social justice,
voluntariness, individualization, openness,
multifacetedness, and chance. Each of these principles
is important to ensure fair and effective use of
incentives in the civil service system. It is noted that
taking these principles into account avoids errors in
the distribution of incentives and stimulates civil
servants to greater professional growth and productive activity.
The author emphasizes the importance of
following these principles to increase efficiency and
fairness in the field of civil service. He comes to the conclusion that the correct application of these principles makes it possible to avoid shortcomings in the system of incentives and to ensure adequate recognition and reward of civil servants for their work. Such an analytical approach better understands the importance of legal regulation in the field of civil service and its impact on efficiency and fairness in this field. Such complex analytics can become the basis for further improvement of the civil service system and increase of its efficiency.
