SOCIAL FUNCTION IN THE ACTIVITIES OF LOCAL GOVERNMENT BODIES

As a result of the decentralization reform and the
development of the institution of local self-government
as the right of a territorial community to
independently resolve local issues, the system of social
support for the population has changed. Social policy
is becoming one of the most important areas of activity
of local governments, which, within the framework of
the social function, are called upon to address the
urgent issues of socially vulnerable groups of the
population on the basis of program-targeted and systemic approaches. The activities of local selfgovernment bodies in the area of social protection of the population should be ensured by revising the organizational and legal status of social protection institutions, financing social protection measures, introducing modern digital technologies; standardization of social services; effective personnel policy, etc.
