THE SYSTEM OF INTERNATIONAL STANDARDS OF LOCAL SELFGOVERNMENT IN CONDITIONS OF DECENTRALIZATION OF POWER

The purpose of the article is to define the system
of international standards of local self-government in
conditions of decentralization of power.
Methodology. Comparative, comparative-legal,
system-structural, historical and other scientific
methods were used to study the problem. The
scientific novelty of the publication is to define the
system of international standards of local selfgovernment
in conditions of decentralization of
power. The article states that international
regulations are beginning to play a prominent role in
regulating local self-government, with the aim of developing common and universal standards in this
field, which should be harmoniously combined with
national, regional and local characteristics of local
self-government by supplementing them and enriching
them with advanced international practices. With the
deepening of global and integration factors, the role
of international instruments in the field of local selfgovernment
in conditions of decentralization of power
will only increase. Conclusions. The system of
international standards of local self-government in
conditions of decentralization of power is quite
extensive and complex, due to the following features:
1) the multidimensionality of local self-government in conditions of decentralization of power; 2) setting international standards of local self-government in conditions of decentralization of power at different levels by different international organizations; 3) the establishment of international standards of both “hard law” and “soft law”; 4) the extremely high dynamic of local self-government development, which is influenced by global and integration factors, which results in the deepening of democracy at the local level and the further decentralization of power.
