OPERATIONAL-TACTICAL FORECASTING AS A BASIS FOR OPERATIONAL-TACTICAL DECISION-MAKING IN OPERATIONAL-SEARCH ACTIVITY: ESSENCE AND THEREFORE

Abstract

The article clarifies the essence and im-portance of operational and tactical forecasting in making operational and tactical decisions. It is noted that operational and tactical forecasting is the result of tactical thinking of the operational worker. In es-sence, tactical thinking is prognostic - it is anticipa-tory (allows you to predict possible events). A charac-teristic feature of prognostic thinking is not only the prediction of the possible development of a specific operational and tactical situation, but also the model-ing of possible options for influencing its development in the interests of operational units.
The generalized results of the survey of re-spondents indicate a low level of readiness of opera-tives for forecasting activities, which causes a number of difficulties in making optimal and rational opera-tional and tactical decisions in situations of tactical risk (adverse, specific, conflict), as noted by 67% of respondents. Emphasis was placed on the need to teach a special course "Prognostic foundations of op-erational and investigative tactics" for students of higher education institutions of the Ministry of Inter-nal Affairs.
Based on the study, the author concluded that in a narrow sense, operational and tactical forecast-ing can be defined as one of the stages of the process of operational and tactical decision. In a broad sense, the concept of "operational and tactical forecasting" can be characterized by the following features: oper-ational and tactical forecasting is formed on the basis of a comprehensive analysis and assessment of a spe-cific operational and tactical situation; operational-tactical forecasting - the result of professional think-ing at the tactical level, the quality of formation of which depends on the professional (prognostic) com-petence of the operational worker; operational and tactical forecasting ensures the adoption of the most rational (optimal) operational and tactical decision on the most effective way to implement it, taking into account the development of a specific operational and tactical situation.
