PRINCIPLES AND METHODS OF SOCIAL QUALIMETRY IN THE STANDARDIZATION OF SOCIAL SERVICES UNDER THE CONDITIONS OF DECENTRALIZATION

Abstract

Ukraine's intensive movement towards European Union membership has reached the stage of starting the screening process for EU accession negotiations. According to the Association Agreement, the parties are obliged to cooperate in the field of decent work, employment policy, working conditions, social dialogue, social protection, social inclusion, gender equality and non-discrimination, and adaptation of national legislation to the legal norms of the European Union, as well as fulfillment of international legal obligations in the context of European integration. The article is devoted to the peculiarities of standardization of social services, determination of quality criteria for the content of social services and the quality of their provision, and the issues of forming effective management of the social service delivery system in the context of
decentralization. Some aspects of the effective
implementation of decentralization policy in the field
of social policy in Ukraine are considered, taking into
account international experience and standards. It is
found that the standards of the European Union serve
as a guiding framework for Ukraine, providing a
comprehensive plan for the development and
provision of social services. The emphasis on these
standards reflects the desire to harmonize with EU
practices, promote transparency, and ensure that
social services in Ukraine meet or exceed
internationally recognized standards.
Emphasis is placed on the need to apply qualimetric technologies in the social security system in order to measure the quality of social services, increase of qualification.
