Foreign experience in overcoming labor shortages

The article is devoted to the analysis of imbalances in the labor market of Ukraine under martial law and the search for ways to overcome them. The paper examines the impact of the shortage of skilled labor on economic growth, employment, and social stability, and also analyzes the experience of developed countries in addressing these challenges. It examines demographic changes, labor migration, the role of retraining programs, attracting foreign workers, and adapting the labor market to modern needs.
The authors analyze the experience of developed countries, such as Germany, France, and Canada, which have faced similar challenges and developed effective strategies for attracting skilled workers, integrating migrants, and adapting education systems to changes in the labor market. Approaches to solving the problems of labor shortage are considered, including automation, digitalization, continuing employment of the elderly, and simplifying procedures for recognizing foreign qualifications. Special attention is paid to the development of retraining and educational mobility programs that allow employees to meet the requirements of the modern labor market.
The article emphasizes the need for active state participation in solving these problems, in particular through financing training and social integration programs, introducing flexible forms of employment, reforming labor legislation, and supporting youth and the elderly. Significant emphasis is placed on the experience of European countries that demonstrate successful examples of using migration policy instruments, developing the economy, and ensuring social stability. A list of integration measures to support the national labor market while drawing on international experience has been identified.
The conclusions are drawn about the importance of implementing a comprehensive approach to solving labor market problems in Ukraine, in particular through involving youth, the elderly, and migrants in economic activity, creating conditions for retraining, and modernizing educational programs. The results of the study are offered as a basis for developing strategies for Ukraine's economic recovery in the face of global and domestic challenges.
