Theoretical -methodological basis for formulating policies for sustainable economic development for post-war reconstruction of territorial communities in the context of digital transformation of the economy

Abstract

As a result of military actions and the occupation of part of Ukraine's territory by the Russian Federation, there has been an increase in negative socio-economic trends in the development of territorial communities. To address these issues, the article examines the theoretical and practical foundations for the formation of sustainable economic development policies for the post-war recovery of territorial communities in the context of the digital transformation of the economy based on the creation of a new development model founded on the principles of sustainability, innovation, and digitalization. It is determined that the goal of such policies is to ensure the economic self-sufficiency of communities, increase their investment attractiveness, stimulate local entrepreneurship, and create conditions for a high quality of life for the population. The basis for sustainable economic development in the early stages is recognized as the relationship between state authorities and private business, which is implemented through a combination of the advantages of state and market regulation mechanisms for the sustainable recovery of the community economy. Mechanisms for solving existing problems through the introduction of sustainable economic development tools are considered. Tools for sustainable economic development and deregulation at the local level are proposed, with the aim of improving the investment climate and, consequently, increasing tax revenues to the budget through tax incentives.

Digital transformation has been identified as an important transition to digital governance, which will increase the transparency, efficiency, and accountability of local authorities, as well as ensure the resilience of communities to future challenges and threats. Solutions have been proposed for the formation of sustainable development policies for post-war community recovery, which will protect national interests and solve social problems in certain areas, including security and defense, combating climate change, education, medicine, culture, and the economy. A conceptual model of a digitally-oriented sustainable development policy for local communities has been proposed, combining the principles of sustainable development, innovative economic growth, and digital transformation of governance. Its implementation will contribute to improving the effectiveness of strategic planning, the transparency of management processes, attracting investment, and creating conditions for the long-term socio-economic development of territorial communities.
