The scientific journal was founded in 1996 and is published twelve times a year.

Thematic scope: the journal publishes articles, reports, reviews, informational and other materials covering current issues in the fields of technical and economic sciences. The editorial board of the journal “Visnik of the Volodymyr Dahl East Ukrainian National University” supports the position of the National Academy of Sciences of Ukraine and the Scientific and Publishing Council of NAS of Ukraine regarding publishing activities in the context of the Russian-Ukrainian conflict (prohibiting the publication of articles by authors whose workplace is universities and research institutions established by occupying administrations in the Autonomous Republic of Crimea, the city of Sevastopol, and certain districts of Donetsk and Luhansk regions).
The journal is included in the list of specialized scientific publications of Ukraine, category "B", in which dissertation results for obtaining doctoral and candidate degrees may be published.
