The scientific journal was founded in 1996 and is published four times a year.

The journal is registered with the Ministry of Justice of Ukraine. Registration certificate: series KV15607-4079PR dated 18.08.2009. The journal is indexed in Google Scholar.

Thematic scope: the journal publishes articles, reports, reviews, informational and other materials covering current issues in the fields of technical and economic sciences. The editorial board of the journal “Visnik of the Volodymyr Dahl East Ukrainian National University” supports the position of the National Academy of Sciences of Ukraine and the Scientific and Publishing Council of NAS of Ukraine regarding publishing activities in the context of the Russian-Ukrainian conflict (prohibiting the publication of articles by authors whose workplace is universities and research institutions established by occupying administrations in the Autonomous Republic of Crimea, the city of Sevastopol, and certain districts of Donetsk and Luhansk regions).
The collection of scientific papers “Visnik of Volodymyr Dahl East Ukrainian National University” is included in the Register of Scientific Professional Publications of Ukraine.
The journal is included in the List of Specialized Scientific Publications of Ukraine, Category “B” (Order of the Ministry of Education and Science of Ukraine No. 928 of 11 June 2026), authorized for publishing the results of dissertation research submitted for the scientific degrees of Doctor of Sciences and Candidate of Sciences, and corresponding to the cluster “Information Technologies and Electronics”.
The journal “Visnik of the Volodymyr Dahl East Ukrainian National University” (cluster “Information Technology and Electronics”) aims to publish the results of scientific research in the development, implementation, and effective use of modern information technologies, computer systems, software, electronics, and telecommunications tools.
The scope of interests of the "Information Technology and Electronics" cluster includes the design, modeling, analysis, and optimization of information systems and electronic devices, development of intelligent data processing technologies, cyber-physical systems, embedded and microprocessor systems, digital electronics, network and telecommunication technologies.
The main fields (specialities) within this cluster include, in particular:
- F2 Software Engineering;
- F3 Computer Science;
- F4 Systems Analysis and Data Science;
- F5 Cybersecurity and Information Protection;
- F6 Information Systems and Technologies;
- F7 Computer Engineering;
- G5 Electronics, Electronic Communications, Instrumentation, and Radio Engineering;
- G6 Information and Measurement Technologies;
- G7 Automation, Computer-Integrated Technologies, and Robotics.
Starting from May 31, 2026, the journal is planned to be published according to a unified publication schedule of four issues per year. The planned publication dates for the issues are March 31, June 30, September 30, and December 30, respectively.
It should be noted, however, that under the new requirements (effective after May 31, 2026), only two issues are planned for publication in 2026. These issues will be released on September 30, 2026, and December 30, 2026.
The objectives of the journal “Visnik of the Volodymyr Dahl East Ukrainian National University” are:
- highlighting current scientific problems in the field of information technology and electronics;
- publishing results of fundamental and applied research;
- promoting the development of methods for modeling, designing, and optimizing information and electronic systems;
- supporting interdisciplinary research at the intersection of IT, electronics, automation, and telecommunications;
- popularizing modern scientific achievements and implementing innovative solutions in industry, education, and the digital economy.
