ACADEMIC RESPONSIBILITY AS A VALUE CONDITION FOR PROVIDING THE QUALITY OF THE HIGHER EDUCATION

The article is devoted to the study of the modern system of academic values, the determination of the approaches to strengthening the academic responsibility in the context of improving the internal mechanisms for ensuring the quality of the higher education.
The analysis of the problem showed the presence of the conceptual contradictions in modern theory and practice of quality assurance in higher education, manifested in the recognition of the priority of academic values with the simultaneous levelling of the axiological basis of learning outcomes, in the proclamation of the general responsibility of stakeholders for the quality and a shift in emphasis on institutional mechanisms for its provision.
To overcome the identified shortcomings, the system of academic values was defined and characterized, it was noted the need to assign a certain level of the responsibility to each sides, depending on the functional purpose in the system of internal quality assurance: the lecturer is responsible for the quality of teaching and organization of education, tutoring and advisory work, exactingness, objectivity in assessment; student is responsible for the quality of learning, performing discipline, self-criticism. Based on the study, it has been proved that the formation of a students’ responsible attitude to their own educational and professional training should be carried out through the coordinated and interconnected development of the academic values system, and the choice of methodological approaches should be based on taking into account the actual needs and aspirations of student youth.
