PROBLEMS AND PROSPECTS FOR THE DEVELOPMENT OF INCLUSIVE EDUCATION IN THE CONDITIONS OF REFORMING THE EDUCATIONAL SECTOR OF UKRAINE

Abstract

The article analyzes the current state of development of inclusive education in Ukraine in the context of reforms in the domestic education system. There is a tendency in the country towards a rapid increase in the number of children with various disorders and deviations in psychophysical development and needing to provide them with special educational needs within the framework of creating a universal educational design.

Various theoretical and conceptual approaches to understanding the essence of the concept of "inclusive education" in modern pedagogical discourse are considered and, on the basis of their analysis and justification, the definition of the concept of this category is formulated as a complex process of ensuring equal access to education for all, without exception, with the aim of obtaining a quality education in educational institutions, the introduction of differentiated methods and technologies of teaching a person-oriented direction, taking into account the individual characteristics of the child.

The main problems that hinder the effective and high-quality provision of people with special needs with quality education are identified: stereotypes and superstitions of the educational environment in Ukraine in relation to disability and people with special needs; insufficient awareness of the subjects of the educational process about the content of the concepts and criteria of "disability", "inclusive education", "special needs"; lack of an accessible environment for high-quality and full-fledged education of children with special needs; insufficient awareness of domestic teachers about the specifics of working with children with special needs.

The key prospects and trends for the further development of inclusive education in Ukraine are outlined and recommendations are formulated on the need to study the foreign experience of the leading countries of the world regarding the formation of a network of educational institutions with an inclusive environment.
