QUALIFICATIONS FRAMEWORK IN THE EUROPEAN HIGHER EDUCATION AREA

The article provides a description, reveals the essence and the goals of the qualifications framework in the European Higher Education Area.
It is noted that the formation of the European Higher Education Area is based on the development of a compatible and understandable system of degree structures at the European level, which would contribute to the development of mobility, transparency, and recognition of qualifications in higher education between countries. Discussions on this issue have led to the creation of a common European Qualifications Framework (a structure of qualifications). All countries participating in the Bologna process have committed to creating national qualifications frameworks compatible with the European Framework. National institutions of higher education must ensure the compliance of educational programs with the standards specified in the national and European qualifications frameworks.
It is emphasized that there is no universal system of qualifications. But with the help of the European Qualifications Framework, countries can compare qualifications and encourage learning. In order to implement the assumed international obligations, Ukraine has developed its own National Qualifications Framework and created the National Qualifications Agency. In January 2023, the European Commission provided recommendations on strengthening the Ukrainian National Qualifications Framework and strengthening its connection with the European Qualifications Framework.
