Free economic zones in the post-war recovery of the automotive industry in Ukraine

The types of free (special) economic zones (F(S)EZs) are considered, including export-oriented, technological-innovation, logistics and trade, tourism and recreation, as well as stimulation zones. The most appropriate types of F(S)EZs for the establishment of zones aimed at domestic automotive enterprises have been determined. Among the risks associated with creating F(S)EZs for the post-war recovery of the automotive industry in Ukraine, the following are considered: unequal conditions compared to other domestic enterprises, including those in different geographical locations; active competition among local manufacturers; increased competition in the local market due to the attraction of foreign companies; potential shortages of skilled labor; rising costs of living in areas where F(S)EZs are established; the possibility of environmental issues due to the industrialization of specific territories; the potential use of F(S)EZs for tax avoidance; and a temporary reduction in tax and customs revenues as sources of budget funding.
Fundamental government action lines for the formation of F(S)EZs for Ukrainian automotive enterprises are proposed and described. Specifically, these include: developing the F(S)EZ concept; determining the geographic location of the F(S)EZ; preparing the documentation package for F(S)EZ approval; discussing the F(S)EZ operational project; defining a package of incentives and preferences for F(S)EZ participants; promoting intellectual investment within the F(S)EZ; supporting the human resource capacity of F(S)EZ participants; implementing environmental standards for F(S)EZ participants; and conducting preliminary negotiations with potential foreign F(S)EZ participants.
It is shown that for the Ukrainian automotive industry, the implementation of F(S)EZs will yield a number of positive outcomes, including: reduced production costs; enhanced competitiveness; technology transfer and the acquisition of new technologies; infrastructural development; simplified access to foreign markets; and the stimulation of research and development (R&D) in the field.
