Formation of a risk-oriented project management system in martial law conditions

The article discusses in detail the issue of forming a risk-oriented project management system in martial law. This approach is considered a key tool for ensuring stability and increasing the efficiency of activities in conditions of significant uncertainty. The need to rethink traditional project management methods is noted, taking into account constant changes in the external environment, limited resources, increasing security threats and increased regulatory pressure, which significantly affect the implementation of projects in various sectors of the economy. The text analyzes modern concepts of project management and risk management, with an emphasis on the specifics of their implementation in crisis and war. Theoretical principles for creating a risk-oriented management system based on the principles of a proactive approach, adaptation to dynamic changes and continuous monitoring of risks throughout the project life cycle are formed.
The scientific novelty of the article lies in the development of conceptual foundations for building a risk-oriented project management system, taking into account the specifics of the functioning of organizations in martial law. The difference between this approach and the existing ones is that risk management is considered not as an auxiliary management tool or an element of anti-crisis response, but as a key component that forms the logic of planning, implementation and control of projects in conditions of multi-level uncertainty. For the first time, a systematization of project risks characteristic of martial law conditions was carried out, with a detailing of such categories as security, resource, organizational, regulatory and institutional risks. This allows us to significantly supplement the traditional classifications of risks in the field of project management. A method for integrating a risk-based approach to management into the decision-making process at all stages of the project life cycle has been developed, aimed at increasing the adaptability and sustainability of project activities in conditions of crisis changes. The author made a significant contribution to the development of a conceptual approach to creating a risk-based project management system in martial law conditions. The proposed approach involves a transition from episodic risk management to their comprehensive integration into all stages of project activity. The paper substantiates the need to shift the emphasis of project management from achieving pre-defined target indicators to ensuring sustainability, security and adaptability in project implementation. The study presents a practice-oriented model for applying a risk-oriented approach, which takes into account the specifics of military threats, resource limitations and the variability of the regulatory environment. The results of the work can be implemented by project managers, government agencies and business representatives in order to increase the efficiency of project management both in martial law situations and in the period of post-war recovery.
