This article substantiates the essence of the concept of ‘educational and cultural foundations’ and examines its evolution within the global digital discourse, identifies the main stages of its development, systematises academic approaches to its interpretation, develops the author’s own periodisation of the concept’s evolution, and formulates the author’s own definition of it as a theoretical basis for further development in the context of the digital transformation of education. This paper analyses scholarly works presenting the results of research into the cultural studies approach within educational paradigms of the past and the present. The evolutionary, phased development of scientific thought across the relevant historical periods is examined. The leading concepts that have influenced the evolutionary processes of this concept’s development are investigated, and a systematic analysis is carried out of the transformation of its content under the influence of the digitalization of education, open science and the global digital scientific and educational discourse. Based on the results of the research carried out, certain aspects have been identified regarding the implementation of the applied research projects ‘Scientific and Analytical Support for the Development of a Unified Information Space for Open Education’ (2026–2028, 0126U001421), which are being carried out at the V. Sukhomlynskyi State Scientific and Educational Library of Ukraine (National Academy of Educational Sciences of Ukraine).
