HRYHORII SAVYCH SKOVORODA AND THE PUBLIC BUDGET AS A FORM OF INTERACTION BETWEEN THE GOVERNMENT AND SOCIETY

Abstract

The article is timed to coincide with the 300th birth anniversary of the outstanding philosopher, teacher, and writer Hryhorii Savych Skovoroda, and is aimed at organizing the international festival “Skovoroda fest”. The purpose of this festival should be to promote the legacy of H.S. Skovoroda, who is the embodiment of the spirit and wisdom of Ukraine, a teacher of truth and spiritual life, and attract talented young people and scientific and pedagogical staff to participate in the festival. The results of this project should increase the socio-cultural level of awareness of the younger generation of the greatness of national culture, international promotion of the ideas of H.S. Skovoroda, and famous people of Ukrainian culture and philosophical thought through the winners of the festival in the cities of the EU.
The point of the interaction of the local government and civil society in the context of the philosophical views of H.S. Skovoroda is substantiated. He stressed that we must consult with ourselves to prevent our helplessness.
Through the analysis of using such a tool as the state budget, we try to show the effectiveness of the interaction between the local authorities and civil society. Based on the personal experience of participating in state budgets and practical material, the author shows trends in some cities to reduce the number of projects admitted to the vote, and decline in their quality and uniformity. On the other hand, in other cities, the opposite picture is observed, where there is a creative approach and non-standard decisions, both on the part of the government and citizens during the implementation of the public budget. In those cities where the government pays attention to the spiritual and moral aspects, namely, the demand in society for such qualities as honesty, decency, and charity, there is an improvement in the interaction between the government and society, which is manifested in the support of talented youth, and as a result, there is hope for improvement of a social situation.
